or alley, or to his, her or its agent or attorney, or left

 

upon the premises, in case the owner is non-resident

 

or unknown; and said sum shall be applied to the

 

purpose of paying the costs of opening such street,

 

avenue or alley, and in the case the benefits assessed

 

are not paid within the time designated, the county

 

commissioners may proceed to enforce the payment

 

thereof by a distraint upon the property, or by a

 

sale of the same under proceedings similar to those

 

which are used where land is sold for non-payment

 

of State taxes, as now allowed by law, or as may

 

hereafter be prescribed by law, for the sale of real

 

estate and non-payment of State taxes.

 

SEC. 4. And be it enacted, That the County Com-

tion, and in case they may deem it advisable so to

 

do, cause to be surveyed and laid out, all that part

 

of Baltimore county adjoining the present boundary

 

line of Baltimore city, not exceeding the distance of

surveyed and laid out; and may in their discretion

squares, or alleys as they shall deem proper and con-

of Baltimore city, so far as practicable, and also in con-

 

formity with the streets, avenues, and alleys hereto-

 

fore laid out within the territory above-mentioned so

 

far as practicable and advisable ; and may cause the

 

same to be marked with such durable land marks as

said three successive weeks, for proposals for the

 

completion of the work above-mentioned; which

 

said advertisement shall contain a clear, plain and

 

full statement of the work which they desire to have
