grieved by the decision of the said commissioners,

such person or persons may by petition, appeal to
|

the next county court of Dorchester county, and the

judges thereof are hereby authorized to revise and
|
 
|
correct any judgment or decision made by said com-
|
 
|
missioners, and the appellant shall be entitled to a
|
 
|
trial by jury, provided he shall demand the same.

SEC. 16. And be it enacted, That if at any election

for a commissioner it shall appear by the record of

the judges thereof, that any two or more persons,
|

voted for as commissioners, have received the same
|

number of votes, ao that there is no choice for an en-
|
 
|
tire board but a vacancy still existing, the commis-

sioners, in office, shall proclaim a new election by
|
 
|
giving five days' notice thereof, at which all persons
|
 
|
entitled to vote, as in the second section of this char-
|
 
|
ter, may vote thereat.

SEC. 17. And be it enacted, That if the commission-
|
 
|
ers of said town shall fail at any time to hold their

town taxes; and may impose reasonable tines and

penalties to restrain dogs and bitches from running

at large therein, and may authorize and compel the
|
 
|
bailiff to kill any dog or bitch within said town,

where owner cannot be found, or who refuses to pay
|
 
|
the taxes, fines, and penalties imposed by this sec-
|
 
|
tion; all tines and forfeitures under the ordinances of
