and the House of Delegates of Maryland:
The undersigned, a Committee of the City Council of Bal-
timore, respectfully submit herewith the accompanying pre-
amble and resolutions adopted by both Branches of the City
Council of Baltimore, expressive of the sense of that Body, in
opposition to a reduction of the "Park Tax," now asked for
by the Baltimore City Passenger Railway Company. The
Committee respectfully request the reading of the preamble
and resolutions in both Houses of the General Assembly, and
such favorable consideration of the same as to your Honorable
Bodies may seem fit.

PREAMBLE AND RESOLUTIONS.
WHEREAS, A memorial hath been presented to the General
Assembly by the Baltimore City Passenger Railway Com-
pany, asking a modification of the present laws in relation to
the Park tax imposed upon it, in accordance with its original
contract with the city, for the purpose of obtaining legisla-
tion to either abolish or abate the said tax; and
Whereas, A Select Committee to whom the memorial was
referred, of which Committee one of the Baltimore City Sen-
ators (Mr. Blake) is Chairman, in accordance with the prayers
of the memorialists, has reported and recommended that the
Park tax, which the several Passenger Railways in the city
of Baltimore are required to pay, shall be reduced from one-
fifth of the gross receipts to one-half cent upon each adult
passenger; and
Whereas, By ordinance of the city of Baltimore of July
21st, 1860, No. 60, confirmed by the Act of the General As-
sembly of Maryland of 1861, chapter 29, it was provided as
follows:
Section 1. Whenever the Commissioners appointed under
a Resolution of the Mayor and City Council of Baltimore, en-
