on and the person resident in said houses were located

 

within the former corporate limits of the city of Bal-

 

timore; provided, however, that the territory so to

 

be annexed, and the personal property of the persons
residing therein, shall not be chargeable with any

 

tax imposed by the said Mayor and City Council to

 

pay the principal or interest of any debt heretofore

 

contracted or created by the Mayor and City Council.

SEC. 7. And be it enacted, That the Governor, by

justices of the
peace

and with the advice and consent of the Senate, shall

 

appoint one additional justice of the peace for each

 

ward of the City of Baltimore that shall be designated

 

as a ward by the terms of this act.

 

SEC. 8. And be it enacted, That the territory so an-

trict or districts as now constituted, and the territory

 

so annexed east of said East Avenue, and south

 

of the Bel Air road, shall constitute a part of the First

 

Legislative District of said city, and the territory so

Air road and east of the Reisterstown road, shall

 

constitute a part of the Second Legislative District,

 

and the territory so annexed west and south of Reis-

 

terstown road shall constitute a part of the Third

 

Legislative District of Baltimore city.

 

SEC. 9. And be it enacted, That if any person shall

 

give or bestow, or directly or indirectly offer or

 

promise any gift or reward to secure the vote or bal-

lot of any person for or against extension, at the

 

special election provided by this act, the person so

 

offending shall be guilty of a misdemeanor, and upon
conviction before the court having jurisdiction where

 

the offence may have been committed, shall be fined at

 

the discretion of the court a sum not less than live hun-

 

dred nor more than one thousand dollars, and suffer

 

such imprisonment as the court may adjudge, not

 

loss than one year, and such other penalties as are

 

prescribed by the Constitution, one-half of the fine to

 

go to the informer.

SEC. 10. And be it enacted, That this act shall take

 

effect from the date of its passage.
