If I am correct in my fears, then this bill ought riot to be-
come a law, but if any strictures are unjust and a proper ex-
planation can be made of the exact purposes of this bill I am
sure both Houses can (and properly will) pass it in spite of
my objections.

Which was read, and
The Senate proceeded, as the Constitution provides, to
reconsider the said bill returned by the Governor to the Sen-
ate, with his objections.
Which bill is in the following words, to wit:
An Act to repeal an Act passed at the January Session of
eighteen hundred and sixty-eight, chapter two hundred and
nine, entitled "An Act to add to the eleventh section of Art-
icle fifty-six of the Code of Public General Laws, a sub-sec-
tion entitled 'Insurance Brokers,' and to re-enact the same
with amendments."
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That chapter two hundred and nine of the Acts passed
at the January Session of eighteen hundred and sixty-eight,
entitled "An Act to add to the eleventh section of Article
fifty-six of the Code of Public General Laws a sub-section,
entitled 'Insurance Brokers,' be and the same is hereby re-
pealed, and re-enacted so as to read as follows :"
Sub-Section 1. Any person applying to the Insurance Com-
missioner, and paying to the Treasurer of the State of Mary-
land, the sum of one hundred dollars, may obtain a license
for carrying on the business of Insurance Broker, and any in-
dividual, co-partnership or firm, who shall carry on the busi-
ness of insurance broker without a license, shall be subject to
a fine of not less than fifty dollars, or more than five hundred
dollars for each offence, one-half for the use of the State, and
the other half to the informer; and such certificate of license
so issued by the Insurance Commissioner, as herein provided,
shall authorize said individual, co-partnership or firm, as
therein named, to negotiate contracts of insurance, or place
risks, or effect insurance with any Insurance Company incor-
porated by the State, or its agents, and with the agents of
any Insurance Company not in corporated by this State, which
has complied with all the laws thereof, and is duly authorized
to do business therein.
