spective wards herein provided for, which registra-
tion shall be completed on or before the second	Registration.

and shall specify the residence of the voters on each
street, lane, and alley, within said wards; and the
council first elected under the provisions of this act,
shall, if they deem the same necessary, redivide the
wards of said city, so as to give to each ward repre-
sentation according to the number of voters as neatly
as can conveniently be done: and the said Mayor
and City Council shall after each national census if
they shall deem the same necessary cause said wards
to be re-divided according to the number of regis-
tered voters in each, as near as may conveniently be
done ; provided, that after the first registration herein	Proviso.

duties of registrar for each of the wards at each suc-
ceeding election, and, provided further, that whilst
registration shall be essential to the right of voting
under this act, such registration shall not be deemed
conclusive evidence of such right to vote, and also,
provided, that the registration herein directed shall
take place annually between the second Monday in
April and the second Wednesday in May, to be de-
termined by ordinance of said Mayor and City Coun-
cil, and said Mayor and City Council shall provide
by ordinance for the transfer of voters on said regis-
tration list, from one ward to another, where the
residence of such voters shall have been so trans-
ferred.
51. Whenever the Mayor and City Council shall
levy any tax, they shall cause to be made out an	Make out list.
alphabetical list of the persons chargeable therewith,
and shall affix the respective sums to be collected
from each person, and shall specify the amount
levied for general purposes, the amount levied for
interest, and the amount levied for the sinking fund,
provided for the redemption of the bonds and funded
debt of said city, as separate items in accordance
with the laws and ordinances of said city now ex-
isting, and annex to the said list a warrant to the
collector to collect the same, and the said collector
shall within sixty days after the receipt of such
