the returns thereof; provided, that duplicate copies

 

of said returns shall be made out, one copy of which

 

shall be tiled with the Mayor and City Council, and

 

the second copy thereof filed in the office of the

 

Clerk of the Circuit Court for Allegany county ; and

 

they shall have power to enforce their ordinances by

 

fines and penalties.

 

48. All ordinances passed by the City Council

the Journal of said council, and a majority of all

 

members elected to said body shall be necessary to

 

pass any ordinance.

 

49. The City Council shall meet on the first Mon-
