Mr. Crawford presented the petition, of citizens of Wicom-
ico county, praying for a Law to protect sheep and tax dogs.

Which "was read and referred to the Committee on Agricul-
ture.

Mr. Earle, from the Committee on Finance, reported
favorably on

The Senate bill entitled "An Act to add a sub-section to
section 1 of Article — of the Code of Public General Laws,
title General Assembly, sub-title mileage."

Which was read the second time and ordered to be en-
grossed for a third reading.

Mr. Blake, from the Select Committee, to whom was re-
ferred the memorial of the Baltimore City Passenger Rail
Road Company, submitted the following

REPORT.
To the Honorable

The General Assembly of Maryland:

The Select Committee, to whom was referred the memorial
of the Baltimore City Passenger Railway Company, respect-
fully report that they find the statements and facts therein
set forth substantially correct.

The books of the Company and of Register of the city of
Baltimore show that since June 1st, 1862, when the old
Company transferred the road to the present organization, to
1st January, 1874, the city of Baltimore has received from
the Company, including the sum of $75,000 due on the 1st
February, and which the Company recognizes its obligation
to pay, whenever it has the ability to do so, the enormous
amount of $1,089,896.23, the one-fifth part of its gross re-
ceipts for what is known as a "Park Tax."

The Committee find that because of this most onerous tax,
and the additional heavy one of street repairs, (the Company
being obliged to keep up the streets through which its lines
run), and a license tax on each of its cars, in addition to the
regular State tax, the Company has within the two last
years been compelled to pass any dividend to its stockholders
for as long as eighteen months, and that the dividends have
only averaged four and one-half per cent, a year upon the
Company's capital, in the whole time of its operations.
