On motion of Mr. Leonard,

Referred to a Select Committee of three—Messrs. Leonard,
Henkle and Stake.

Mr. Gill submitted the following order :

Ordered, That Mr. Hamilton be paid the per diem of a
member for the time that he served as Assistant Chief Clerk
of this House.

Which was adopted.

Mr. Brace submitted the following order:

Ordered, That the Judiciary Committee report Mr. Koons,
Resolution in regard to the word "white," in the Constitu-
tion, to-morrow morning.

Which was rejected.

The Secretary of the Senate delivered the following mes-
sage:

BY THE SENATE,

April 3rd, 1874.
Gentlemen of the House of Delegates:

We have received your message, asking the Senate to re-
cede from its action upon House Bill entitled an Act to add
certain sub-sections to Article 19 of the Code of Public Local
Laws, entitled "Somerset County," under sub-title "Li-
censes," and to repeal section one hundred and thirty-eight
of said Article, entitled "Somerset County," under sub-title
"Retailers," and to appoint a Committee of Conference upon
the same.

We concur in the request to appoint a Committee, and
name on the part of the Senate, Messrs. Brattan, Aydelotte
and Brewer.

A. GASSAWAY,

Secretary.

The bill entitled an Act to authorize the sale of freight
and baggage by Railroad Companies and common carriers in
certain cases,
