Mr. Watkins, Chairman of the Committee on Ways and
Means, reported without amendment,
The Senate bill entitled an Act to refund to Mary Cook,
executrix of George Cook, surviving partner of the late
William Cook & Sons, for the benefit of Dr. Richard S.
Stewart, James Chester and others, moneys erroneously paid
by them to Inspectors of Baltimore City, for outage and
storage.
Which was considered and referred to the Committee on
the Judiciary.

The Senate bill entitled an Act to amend and re-enact
sections 1, 4, 18 and 58, to 86 inclusive, of Article 66 of the
Code of Public General Laws, entitled "Licenses," to repeal
section 19 of said Article, regulating the sale of intoxicating
liquors,
Reported the same with proposed amendments:
AMENDMENTS PROPOSED.
Strike out all after the word "follows," in line 5, section 1,
and insert the following:
All licenses to sell goods and chattels shall be granted by
the Clerks of the Circuit Courts of the counties, and by the
Clerk of the Court of Common Pleas in the City of Baltimore,
respectively, except where a different mode is specially provi-
ded; and all licenses granted by the said Clerks shall expire
on the first day of May next thereafter, except licenses for
fisheries and except as herein otherwise provided; and if
granted for a part of a year, a ratable sum shall be charged
therefor; Provided, That any license issued in any manner
in violation of any of the terms or provisions of this Article,
shall be null and void.
SEC. 4. No license to sell spirituous or fermented liquors in
any way, in the several counties, shall be granted, unless the
applicant, at the time of making the application, shall file
with the Clerk of the Circuit Court a recommendation from
five respectable freeholders of the immediate vicinity, certify-
ing that said applicant is a proper person to have such license,
and that the public good will not be endangered by issuing
the same, and said Clerk shall have such recommendations
recorded in a book to be kept for that purpose, and the said
book shall be subject to inspection by any person at all times
without fee or reward.
SEC. 18. Any person carrying on a shad or herring fishery,
may obtain a license to sell goods, wares and merchandise,
