They believe that the bills drawn by him under the Reso-
lution of the General Assembly of Maryland, passed at Jan-
uary session, 1872, will, if passed, be of great benefit to the
State.

The Committee adhere to the opinion that the charge made
by Col. Woollord for said service and expense is proper and
reasonable, and ought to be paid.

The Committee believe that in making this request, Col.
Woolford has been influenced by a desire to facilitate legisla-
tion, by withdrawing from the consideration of the Legisla-
ture a matter which would give rise to debate and consume
much time.

For this reason, and simply because of his request, the
Committee recommend that the appropriation be slricken out,
but hope the next General Assembly will make an appropri-
ation to pay the same.

Mr. Koons, from a Minority of the Committee of Ways
and Means, presented the following

MINORITY REPORT:

The undersigned, a minority of the Committee of Ways
and Means, to whom was referred the communication of the
Hon. Levin Woolford, requesting the House of Delegates
to reconsider the Appropriation Bill, in order to strike out
the appropriation in his favor for revising and systematizing
the Revenue Laws of the State, begs leave to report that he
entirely dissents from the conclusion of the majority of the
Committee, for the following reasons: The salary of the
Comptroller is fixed by the law creating the office, and any
increase of the same is positively prohibited for the perform-
ance of the various duties named in the section of the Consti-
tution here referred to, and he is also required to perform
such other duties as are prescribed by law, in the judgment
of the undersigned, without extra compensation. The ap-
propriation to the Comptroller for this extra pay, having
already been stricken from the General Appropriation Bill,
the entire matter has passed beyond the jurisdiction of this
Committee, and whilst the undersigned believes the Comp-
