Mr. Brace proposed the following amendment:

AMENDMENT PROPOSED.

Add to section 19, "which expenses shall be borne equally
by said counties."

Mr. Gill proposed as a substitute, as follows :

Insert after the words "counties," in 3rd line, section 19,
the words "in proportion to the taxable property of said
counties."

The question recurring upon the adoption of the substitute,
