vising and systematizing the Revenue Laws of the State, under
the Joint Resolution of the last General Assembly, I now re-
spectfully ask your Honorable Body to amend the bill so as
to strike out that item. I very much prefer to wait until
time and events can demonstrate the value of my services in
regard to that measure.

Thanking the House of Delegates for their kindness iu sus-
taining the appropriation, yet, believing that the course now
indicated by me is the proper one under the circumstances.

No. 185. An Act to authorize the Mayor and City Coun-
cil of Baltimore to fund the floating debt of the City of Balti-
more, as authorized or existing on the 31st day of October,
1873, to an amount not exceeding $2,000,000.
