The House proceeded to the consideration of the order of
the day,

Being,

The bill entitled an Act to provide for the general valua-
tion and assessment of property in this State.

Said bill being upon a second reading,
Mr. Seth submitted the following amendment:
AMENDMENT PROPOSED.

Section 1, line 3, strike out all after the word "except,"
and insert the following : "Property belonging to the United
States, to this State, or to any county or incorporated city or
town of this State, to houses for public worship, including
parsonages, with the ground appurtenant thereto and neces-
sary for the use thereof; all grave yards, cemetries and bury-
ing grounds; the crops and produce of lands in the hands of
the producer or his agent, mortgages on real estate, provis-
ions for the use and consumption of the person to whom the
same shall belong and his family, plantation utensils, the
working tools of mechanics and manufacturers moved or
worked by hand, and the article manufactured by them
whilst in their possession, or that of their agents, unsold,
wearing apparel of every description, libraries lor private use
