City Council of Baltimore to subscribe to the capital stock
of the Drum Point Rail Road.

On motion of Mr. Davis,

Leave was granted to the Cecil delegation to introduce a
bill to authorize the Seneca Point Club of Cecil county, Mary-
land, to elect non-residents Directors.

On motion of Mr. McWilliams.

Leave was granted to the Committee on Corporations to
introduce a bill entittled an Act to authorize the Commis-
sioners of St. Mary's county to subscribe one hundred thous-
and ($100,000) dollars to aid in completing the Southern
Maryland Rail Road.

On motion of Mr. Brace,

Leave was granted to the Committee on the Judiciary to
introduce a bill entitled an Act to reduce the costs of trans-
scripts of records in cases of appeal from any of the Courts of
this State to the Court of Appeals thereof.

On motion of Mr. McWilliams,

Leave was granted to Messrs. Gill, Fenton, Joyce, McCol-
gan, McWilliams, McCosker, and Baltimore county delega-
tion, to introduce a bill entitled an Act supplementary to an
Act passed at the January session of 1874, entitled an Act to
extend the boundaries of Baltimore City, by annexing thereto
a portion of Baltimore county, &c., and to provide that the
streets laid out by the County Commissioners of Baltimore
county shall remain as at present proposed.

Mr. Freaner, Chairman of the Committee on Federal
Relations, (the rules being suspended,) submitted the follow-
ing

REPORT.

The Committee on Federal Relations, to whom had been
referred the Resolutions in regard to the public services and
death of the Hon. Charles Sumner, a distinguished Senator
of the United States for many years, from the State of Massa-
chusetts, respectfully report that they have had the same
under consideration, and that in their judgment, any ex-
pression of opinion upon said Resolutions, or the sentiments
therein expressed, had better be left to the unbiased judg-
ment of posterity.
