THURSDAY, March 26—8 o'clock, P. M.
The House met.

Present at the call of the roll, the following members:

Keech, Buchanan, Matthews, Merryman, Turner, of Balti-
more county, Seth, Valliant, Coulbourn, Gordy, John-
son, Hodson, Turner, of Cecil, Mackey, Davis, Etchi-
son, Latchford, Thompson, Kemp, Pruitt, Merrilll, Koons,
Miller, Lamar, Nicodemus, Annan, Grafton, Lee, Riley,
Dawson, Williams, McCosker, T. H. Hamilton, Cooper,
C. R. Hamilton, McWilliams, Foster, Staylor, Stewart,
of Baltimore city, McAleese, Gill, Hart, Loane, Mc-
Colgan, Harig, Joyce, Groh, Fenton, Berry, Freaner,
Grimes, Stake, Clark, Watkins, Fletchall, Wier, VVack,
Park, Brace, Waters, Galt, Brown, Maclin, Stewart, of
Howard, Leonard, Bedsworth, West, Glotfelty—77.

Mr. Watkins (the rules being suspended) submitted the
following order :

Ordered, That the order of this House, by which night
sessions are devoted to Local Bills, be so far suspended as to
enable the House to dispose of the General Appropriation
Bill now before the House.

Which was adopted.

Mr. Seth submitted the following order:

Ordered, That members be restricted to five minutes
debate, except by unanimous consent.

Which was adopted.

On motion of Mr, McColgan,

Leave was granted to the Committee on the Judiciary to
introduce a bill entitled an Act to repeal section 7, of Ar-
ticle 6, of the Act of 1864, entitled an Act to add certain
additional sections, relating to the Superior Court of Balti-
more City, and to the Court of Common Pleas of Baltimore
City, to the 4th Article of Public Local Laws, regulating the
return of process and the taking of judgments in said
Courts.

On motion of Mr. McAleese,

Leave was granted to the Committee on Corporations to
Introduce a bill entitled an Act to authorize the Mayor and
