TUESDAY, March 24th, 1874.

The House met, and was opened with prayer by the Rev.
Mr. Hedges.

Present at the call of the roll, the following members:

Messrs. Hines, (Speaker,) Bond, Colton, Henkle, Robin-
son, Nutwell, Bird, Keech, Matthews, Merryman, Banks,
Seth, Valliant, Sudler, Duer, Gordy, Johnson, Hodson,
Tamer, of Cecil, Mackey, Robey, Kemp, Pruitt, Mer-
rill, Koons, Miller, Lamar, Nicodemus, Annan, Grafton,
Lee, Riley, Dawson, Williams, McCosker, T. H. Hamilton,
Cooper, C. R. Hamilton, McWilliams, Staylor, Stewart, of
Baltimore city, McAleese, Gill, Hart, Loane, Greenfield,
McColgan, Harig, Joyce, Groh, Fenton, Stake, Clark,
Fletchall, Wier, Wack, Park, Brace, Waters, Vanderford,
Galt, Brown, Maclin, Bedsworth, Glotfelty—65.

The Speaker laid before the House the following Commu-
nication from Hon. Joshua Vansant, with Resolutions therein
named:

BALTIMORE, March '23rd, 1874.

To the Speaker of the House of Delegates:

At a mass-meeting of about two thousand citizens of Mary-
land, held yesterday at Ford's Grand Opera House, in Balti-
more, Mayor Vansant presiding, the following Preamble and
Resolutions were unanimously adopted :

WHEREAS, The Maryland Inebriate Asylum having been
chartered by the State, inaugurated, furnished and equipped
by the contributions of the ladies of Maryland, and by pri-
vate subscription from merchants and others ;

And whereas, Its practicability and usefulness having been
satisfactorily established, after nearly three years experience,
and the Institution being a necessity to save valuable men ;
it is therefore

Resolved by this meeting of citizens, That the bill new in
the hands of the Committee of Ways and Means of the House
of Delegates, which provides for an appropriation of one hun-
dred thousand dollars for the purpose of purchasing a suitable
location and the erection of buildings for the Asylum, meets
our approval; and further, that we do most earnestly urge
upon the Committee of Ways and Means the necessity of
prompt action in the premises, as well as a favorable report
on the same.

Resolved, That a copy of these Resolutions, signed by the
Chairman and Secretary, be immediately transmitted to the
