"for carrying on in this State any kind of manufacturing,
ship-building, mechanical, industrial or chemical business,
and for the sale, transportation or other disposition of the
products thereof."

So it will be seen that the Act of 1868, chapter 471, pro-
vides by section 19, for the creation under its provisions of
corporations, having in view the same objects and purposes,
and of the same general character as the corporation which
it is proposed to create by this bill, and therefore, I think
that the creation of a corporation of the character proposed
by special Act, is prohibited by section 48, of Article 3, of
the Constitution, and accordingly return the bill to you with
my objections,

Constitution, Article 2, section 17,) upon the reconsideration
Of the vote by which said bill had been passed.
