troduce a bill to authorize the Trustees of School District No.
104, of Election District No. 11, of Frederick county, to sell
and convey the primary school-house belonging thereto.
On motion of Mr. Riley,.
Leave was granted to the Committee on the Judiciary to
introduce a bill to incorporate the Harford Savings Bank of
Harford county.
On motion of Mr. Greenfield,
Leave was granted to the Baltimore City delegation to in-
troduce a bill entitled an Act to authorize the Mayor and
City Council of the City of Baltimore to subscribe to the cap-
ital stock, or endorse the first mortgage bonds of the Mary-
land Canal Company.
On motion of Mr. C. E. Hamilton,
Leave was granted to the Baltimore City delegation to in-
troduce a bill entitled an Act to amend and re-enact section
810, of Article 4, of Public Local Laws, title "Baltimore
City," sub-title "Police."

MINORITY REPORT.
To the Honorable,
The General Assembly of Maryland:
John Wier, one of the Committee on Elections, to which
was referred the returns and testimony taken in the con-
tested election case of Henry Breoke vs. R. S. Widdicombe, not
being able to concur fully in the Report of the majority of
said Committee in the above case, begs leave most respect-
fully to submit the following Minority Report:
This Report fully concurs in the conclusion to which the
majority of the Committee have come with reference to the
power of the Legislature in the premises, in the event of de-
termining Mr. Widdicombe not duly elected. Thus far there
is no difference, but it is impossible for the minority of this
Committee, after a careful examination of the evidence, to
come to the conclusion that there is any sufficient legal evi-
dence to show Mr. Widdicombe not properly elected. The
grounds upon which the election of Widdicombe is contested
are as follows :
First. That said election was not conducted in the manner
designated by the Constitution and Laws of the State of
Maryland.
Second. That owing to intimidation, legally qualified
voters were prevented from voting at said election.
Third. That legally qualified voters were prevented from
voting at said election by other causes.
Fourth. That minors were allowed to rote at said election.
