Was read the second time and ordered to be engrossed for
a third reading.

The Senate bill entitled "An Act to establish a Commis-
sion of Fisheries for the State of Maryland, define its duties,
and to appropriate a sum of money to defray the expenses
thereof,''

Being on second reading,

Mr. Longwell submitted the following amendment:

After the word "Governor," add, "by and with the advice
and consent of the Seriate."

Which was adopted.

On motion by Mr. Earle,
Said bill was referred to the Committee on Finance.

The President laid before the Senate the following commu-
nication:

EXECUTIVE DEPARTMENT,

Annapolis, February 2d, 1874.
To the Senate :

I have the honor to inform your Honorable Body that I
have approved and signed Senate Bill No. 1, being an Act to
authorize the Governor to appoint an Assistant to the Secre-
tary of State.

WM. PINKNEY WHYTE.

Also, the following communication:

EXECUTIVE DEPARTMENT,

Annapolis, Jan'y 30th, 1874.
To the Senate :

I have the honor to transmit to your Honorable Body, for
its action, copies of a bill of complaint, the mortgage to the
State of Maryland, the plea and an order and opinion of the
Circuit Court for Queen's Anne's county, being copies of the
proceedings in said Court in a cause therein pending, in which
Richard B. Carmichael, Washington Finley, and John R.
Emory are complainants, and the Queen Anne's and Kent
Rail Road Company is defendant. Tour attention is called
to these papers in respect to the terms of the Court's order,
that the Legislature may take such action as to make the
State a party to the cause, should it appear to be to the inter-
est of the State that such intervention should be made.
