Charles J. Pennington, Esq., Assistant Secretary of State,
delivered the following message from his Excellency the Gov-
ernor:
EXECUTIVE DEPARTMENT,
Annapolis, March 11th, 1874.
To the House of Delegates:
I have the honor to inform you that 1 have approved and
signed House Bill No. 67, entitled "An Act to incorporate
the Baltimore Gazette Publishing Company."
Also,
No. 71. A bill entitled "An Act to repeal section 180, of
Article 30, of the Supplement to the Code of Public General
Laws, relating to Sabbath breaking, and to re-enact the same
with amendments."

The Speaker laid before the House the following commu-
nication, together with accompanying report, in response to
an order of the House, of the Hon. Levin Woelford, Comp-
troller of the Treasury:
ANNAPOLIS, March 13th, 1873.
To the Honorable,
The House of Delegates of Maryland:
In obedience to the order of your Honorable Body, passed
on the 11th instant, "that the Comptroller of the Treasury
be requested to report to this House the probable effect upon
the revenues of this State, by the passage of the bill known
as the Local Option Law,' and what legislation, in his opinion,
will be necessary to provide for any deficiency of the revenue
likely to result therefrom," I have the honor to transmit
herewith a statement showing the amount of revenue derived
from licenses to sell spirituous and fermented liquors in this
State during the last fiscal year, and the amount of tax
necessary to be laid on the assessable property of the State
to supply the deficiency which would result to the Treasury,
if the granting of such licenses shall be prohibited.
Provision should of course be made at the present session
for the levying of such tax, in the several counties where
such prohibition shall be established, and in the City of Bal-
timore, if the same be established in said city. Such a pro-
vision would obviate the necessity of calling an extra session
of the Legislature to provide for such deficiency.
