EXECUTIVE DEPARTMENT,
Annapolis, March 3rl, 1874.
To the House of Delegates:

Ireturn, without approval, House Bill No. 51, entitled "An
Act to incorporate Washington Grove Camp-Meeting Asso-
ciation of the District of Columbia and Maryland." The
bill, in my judgment, is in violation of the Constitution, in
that, by its 7th section, it ignores the officers of the State,
who are, by the organic law, made the conservators of the
public peace, and provides for the enforcement of sections 164.
and 165, of the 30th Article of the Code, relating to "Relig-
ious Meetings," by the appointment of certain persons as offi-
cers of the peace, not recognized in the Constitution or in
those sections of the Code above referred to, who, being ap-
pointed by a Justice of the Peace, are to exercise the author-
ity of constables.

Delivered the bill named therein, being an Act to incor-
porate Washington Grove Camp-Meeting Association of the
District of Columbia and Maryland.

The question recurring upon the reconsideration of the
vote by which said bill was passed, under the provisions of
