Said bill was then returned to the Senate.

The House then proceeded to the consideration of the orders
of the day.

The Senate bill entitled an Act relating to Building Asso-
ciations, Homestead Associations, and Land Companies,

Being upon a third reading,
Mr. Henkle submitted the following amendments :
AMENDMENTS PROPOSED.

Strike out all after the enacting clause, and insert the fol-
lowing: "That in every case where any Building Associa-
tion, Land or Loan Company, or other similar Association
or Corporation has, or may hereafter loan, hire out, or ad-
vance money, note, notes or other thing in substitution for
money, and shall charge, stipulate for, receive or withhold
as compensation for the use thereof, any sum of money or
other consideration which shall be in excess of legal interest,
whether the same shall be in the nature of interest, dis-
count, bonus, premium, commissions or any other form of
charge, all such sums so paid or charged shall be taken and
deemed to be payment in abatement of the principal sum
due.

SEC. 2. And le it enacted, That in every case where a
note or notes have been or may be given in substitution for
money, and discount has been paid, in the conversion of the
same into money, then, and in all such case or cases, the dis-
count so paid shall be a credit on account of the principal
sum, and all such Associations or Corporations shall furnish
their several debtors with a half-yearly statement of the prin-
cipal sum due, after making abatements of all previous pay-
ments as required by the first section of this Act.

SEC. 3. And be it enacted. That the first section of this
Act shall not apply to any Company or Association where the
borrower shares in the profits equally with all other mem-
bers, nor to such Associations or Companies as make no di-
