WEDNESDAY, February 18th, 1874.

The House met, (Mr. Stake in the Chair,) and was opened
with prayer by the Rev. Mr. Kinzer.

Present at the call of the roll, the following members:

Messrs. Bond, Colton, Merritt, Henkle, Robinson, Nut-
well, Bird, Lancaster, Hawkins, Keech, Buchanan, Mat-
thews, Merryman, Seth, Yalliant, Sudler, Coulbourn, Duer,
Gordy, Johnson, Hodson, Etchison, Latchford, Eobey,
Thompson, Kemp, Pruitt, Merrill, Miller, Lamar, Nicode-
mus, Annan, Lee, Riley, Dawson, McCosker, T. H. Hamil-
ton, Cooper, C. R. Hamilton, McWilliams, Foster, Staylor,
Stewart, of Baltimore city, McAleese, Gill, Hart, Loane,
Greenfield, McColgan, Harig, Joyce, Fenton, Berry, Freaner,
Grimes, Stake, Clark, Watkins, Fletchall, Wier, Wack,
Park, Brace, Waters, Vanderford, Galt, Brown, Maclin,
Stewart, of Howard, Leonard, Bedsworth, West—72.

Mr. Stake announced that he had been requested by the
Speaker to fill the Chair during his indisposition.

The Secretary of the Senate delivered the following mes-
sage :

BY THE SENATE,

February 18th, 1874.
Gentlemen of the House of Delegates:

We have received your message proposing the appointment
of a Select Committee of three on the part of the House, and
two on the part of the Senate, to communicate with the Gov-
ernor of Virginia, on the subject of the' Potomac Fisheries,
relative to the fact that neither the Act of 1860, Article 41,
nor the Act of 1870, chapter 205, relating to Potomac Shad
and Herring Fisheries, is of any force or effect, by reason of
non-concurrence of the authorities of Virginia, and the
said Committee to report the result to this Legislature at the
earliest practicable day, and concur therein.

We name on the part of the Senate, Messrs. Earle and
Aydelott.
