Council of Baltimore to issue bonds to an amount not ex-
ceeding the sum of four million dollars, to provide means for
introducing the waters of the Gunpowder River,

Being upon a second reading,

Mr. Keech submitted the following amendment:

AMENDMENT PROPOSED.
Add to section 1 the following:

Provided, however, That whereas the Water Board have,
until recently, been extending their water mains and pipes,
into those portions of Baltimore county, adjoining the City of
Baltimore, and have been supplying the residents thereof
with water; And whereas, of recent date, said Water Board
has, by its action, refused to supply any future applicant of
Baltimore county with water upon any terms whatsoever;
which said action has of late date been sanctioned by the
Mayor and City Council of Baltimore; said Act shall not
take effect until the Water Board and the Mayor and City
Council of Baltimore shall rescind their action as above re-
ferred to, and shall place the residents of Baltimore county
in their former position in regard to receiving supplies of
water from said Water Board without any other or further
charges than those heretofore imposed, and without subject-
Ing them to any other delay, or imposing upon them any
other terms or conditions than the residents of Baltimore
City are subject to in obtaining new supplies of water ; oth-
erwise this Act, and each and every provision therein contain-
ed, shall be null and void.

Which was read.

The question then recurring upon the adoption of the
amendment,

Mr. Joyce demanded the previous question.
The question then being,
"Shall the main question be now put?"
It was decided in the affirmative.

The question then reclining upon the adoption of the
amendment,

It was rejected.

The bill was then read a second time and ordered to be en-
grossed for a third reading.

The hour having arrived for taking up the order of the
