Mr. Clark submitted the following message :
BY THE HOUSE OF DELEGATES,

February 13th, 1874.
Gentlemen of the Senate ;

We respectfully propose, with the concurrence of your
Honorable Body, that the Committee on Pensions, of the two
Houses, act as a Joint Committee.

Which was read, assented to, and sent to the Senate.

Mr. Freaner, Chairman of the Committee on the Judiciary,
reported favorably,

A bill entitled an Act to provide for the defense of Officers
of Registration and Judges of Elections, who are or may be
indicted in the United States Court, for acts done in the per-
formance of duties imposed by the Constitution and Laws of
this State, which acts are alleged to be in violation of the
Act of Congress, approved May 31st, 1870, entitled "An Act
to enforce the rights of citizens of the United States to vote
in the several States of this Union, and for other purposes."

Which was read a first time.

Mr. Freaner moved a call of the House.

Which was decided in the affirmative.

Present at the call of the roll, the following members:

Messrs. Hines, (Speaker,) Colton, Merritt, Henkle, Eob-
inson, Nutwell, Bird, Lancaster, Hawkins, Keech, Buchan-
an, Matthews, Merryman, Seth, Valliant, Sudler, Coulbourn,
Duer, Gordy, Johnson, Hodson, Turner, of Cecil, Mackey,
Etchison, Latchford, Thompson, Kemp, Pruitt, Merrill,
Koons, Miller, .Nicodemus, Annan, Graiton, Lee, Kiley,
Dawson, T. H. Hamilton, Cooper, Staylor, Stewart, of Bal-
timore city, McAleese, Hart, Lcane, McColgan, Harig,
Joyce, Groh, Fenton, Berry, Freaner, Grimes, Clark, Wat-
kins, Fletchall, Wier, Wack, Park, Brace, Waters, Galt,
Brown, Stewart, of Howard, Leonard, Beclsworth—65

Mr. Brace moved that all further proceedings under the
call be dispensed with.

Pending which,

Mr. Freaner moved that the Sergeant-at-Arms be directed
to notify all the absent members in the city to give their at-
tendance, and to bring them before the bar of the House.
