Surely there should be some limit to this general and
sweeeping offer of protection to every citizen who may come
under the cognizance of the United States Courts for a viola-
tion of this Act of Congress.

It seems to me, that some bill can be framed to meet all
the just requirements of duty to our State, officials, who, in
the discharge of their public functions, render themselves
obnoxious to partisan bitterness, while, at the same time,
the public money should not be expended in the interest of
private individuals, however worthy they may be of our
proper sympathy and respect.

The question then recurring upon reconsidering the vote
by which said bill was passed, as prescribed by the Constitu-
tion, Article 2, section 17,

sidered.

The question then recurring upon the passage of the bill
over the veto of the Governor,
