AMENDMENT PROPOSED.

Amend body of bill by striking out the words "three
hundred," in the 13th lino of section 1, and insert in lieu
thereof the words "one hundred and fifty."

Said bill was read a second time.
Also,

The Senate bill entitled an Act to authorize Hashabiah
Haines, of Carroll county, to settle his accounts as guardian
to Wm. L. Haines, in the Orphans' Court of Baltimore City,
and to deliver the estate to his said ward.

Which was read a second time.

Mr. Keech, from the Committee on the Judiciary, submit-
ted the following

REPORT.

The Judiciary Committee, who were instructed by an or-

•cter of this House to inquire into the expediency of Codifying
the Laws of this State, including those that have been or
may be passed at the present session of the Legislature, re-
spectfully report, that in their opinion it is highly expedient
that there should be a codification of said Laws,

They further report, that substantially there are three dis-
tinct propositions relative to the codification of said Laws.
The first, that the sum of five thousand dollars ($5,000) be
paid to the person making the codification of said Laws, and
that the copyright thereof shall remain in the State, and
that said Laws, when so codified, shall be submitted to the
next General Assembly for its rejection or approval, and if
approved and adopted by said General Assembly, it shall be-

come the Law of the State, and be printed under the direc-

tion of the Legislature.

Another proposition is, that said Laws shall be codified
after the manner of Brightley's Digest or the Virginia Code;
that when said codification is completed, it shall be submitted
to three of the Judges of the Court of Appeals, and if ap-
proved by them, shall become the Law of the State; that
said Code shall be printed at the expense of the persons codi-
fying the same; and that 300 copies thereof be placed in the
Library of the State; and that the sum of sixteen thousand
dollars ($16,000) be then paid to the codifiers.

The third and last proposition provides for the payment of
five thousand dollars ($5,000) to the persons codifying the
Laws, for the purpose of paying expenses of printing,
