Gentlemen of the Senate:
We have received your message, requesting the return to
your Honorable Body, for its further consideration, the
House hill entitled an Act to repeal section 25, of the Code
of Public Local Laws, title "Harford County," entitled
"Collectors," and re-enact the same with amendments, which
was reported unfavorably upon by a Select Committee of the
Senate, on the 28th ultimo, and respectfully return the
same herewith.

MY DEAR SIR:—I see that the City Council of Baltimore,
In pursuance of the plan to extend the limits of the city, are
again resolving to admit none but residents of the city to the
city schools. A similar resolution was adopted two years
ago ; this time it is accompanied by the monstrous assertion
that three thousand of our children are attending the city
schools. This assertion is only intended to effect action be-
fore the Legislature, and is not true ; my personal knowledge
is comprised more to the 1st and 13th districts than to the
others, but if the rest of the county send to the city schools
in the game proportion as the 1st and 13th districts, the
