Charles Pennington, Assistant Secretary of State, delivered
the following message from His Excellency, Gov. Wm.
Pinkney Whyte:

ANNAPOLIS, February 5th, 1874.
To the House of Delegates:

I have the honor to inform you that I have approved and
signed House Bill No. 4, being an Act to extend the charter
of incorporation of the Baltimore and Philadelphia Steamboat
Company.

Which was read.

Mr, Buchanan presented the petition of Jacob Baugh-
man and eighty other citizens of Baltimore county, praying
the passage of a Local Option Law, and a law to make the
seller of spirituous or fermented liquors responsible for dama-
ges resulting from such sale.

Also,

The petition of Miss M. J. Carick, Mrs. E. J. Chalk, Miss
Bell and one hundred and thirty-five other females, near
Mount Washington, Baltimore county, in favor of Local
Option Laws.

Which were read and referred to the Select Committee on
Temperance.

Mr. Greenfield presented the petition of Hamilton Easter
& Co., Armstrong, Cator & Co., Hodges Bros., and other
merchants of Baltimore, to require all persons selling goods
by sample to take out a license therefor.

Which was read and referred to the Committee on Ways
and Means.

Mr. Vanderford presented the petition of the Mayor and
Common Council of Westminster, and of sundry citizens of
said city, praying the passage of an Act to authorize the
County Commissioners of Carroll county to pay annually a
portion of the road tax levied upon the property within the
corporate limits of said city, to the Mayor and Common
Council, for the benefit of the streets, lanes and alleys of said
corporation.

Which was read and referred to the Carroll delegation.
Also,

The petition of the Mayor and Common Council, and sun-
dry citizens of Westminster, Carroll county, praying the
passage of an Act to remedy any defect in the levy of taxes
in said corporation, tor the years 1871 and 1872.

Which was read, and refeired to the Committee on Corpo-
rations.
