Mr. Freaner, Chairman of a Select Committee, (the rules
being suspended,) reported favorably,

The Senate bill entitled an Act to authorize the Governor
to appoint an assistant to the Secretary of State.

Mr. Freaner moved that the bill be read a second time this
day, in accordance with the provisions of the Constitution,
section 27, Article 3.
