On motion by Mr. Walsh,

Leave was granted to Messrs. Walsh, Lloyd and Longwell
to introduce a bill authorizing the Governor to appoint an
assistant to the Secretary of State.

On motion by Mr. Billingsley, it was

Ordered, That it be entered on the Journal, that the Sena-
tor from Charles county is absent from his seat in conse-
quence of indisposition.

The President desired it entered on the Journal, that Mr.
Lloyd is detained from his seat on account of sickness.

Mr. Walsh, from a Select Committee, reported

A bill entitled "An Act to authorize the Governor to ap-
point an Assistant Secretary of State."

Which was read the first time.
On motion by Mr. Blake,

The rules were suspended so as to give said bill a second
reading this day, as follows :

AFFIRMATIVE.

Aydelotte, Getty,
Blake, Knight,
Billingsley, Longwell,
Brattan, McCulloh,
Crawford, Stevens,
Claggett, Steiner,
Davis, Spencer,
Denson, Walsh—18.
NEGATIVE—None.

Said bill was .then read the second time and ordered to be
engrossed for a third reading.

Mr. Brattan, from the Committee on Judicial Proceedings,
reported favorably,

The Senate bill entitled "An Act authorizing the Balti-
more, Chesapeake and Delaware Bay Rail Road Company, to
charge toll on freights and passengers to reduce the par value
of the capital stock, to provide for the election of President
and other officers and to make other changes therein named,"
with the following amendments :

AMENDMENT PROPOSED.

Strike out all of section 5, and insert the following in lieu
thereof:
