Mr. McColgan submitted the following message :

BY THE HOUSE OF DELEGATES,

January 23rd, 1874.
Gentlemen of the Senate:

We have received your message proposing that the Sena-
tors of Baltimore City act as a Joint Committee with the-
Special Committee on the "Police Law" of Baltimore City,
heretofore appointed by the House of Delegates, and respect-
fully concur therein.

Which was read, assented to, and sent to the Senate.

W. Hollingsworth Whyte, Esq., delivered the following
communication from his Excellency, the Governor, together
with accompanying paper.

Which were severally read.

EXECUTIVE DEPARTMENT,
Annapolis, January 23rd, 1874..
To the House of Delegates:

GENTLEMEN :—In reply to the order of the House of Dele-
gates, of January 14,1874, requesting the Governor to furnish
this House with a correct list of all the boats seized during the
last two years, with their names, and the names of the owners,
where they belong, and the particulars of the violation of the
law, and the amount of fines recovered by the State, and the
amount of fines which have been remitted. I beg leave to
say that, presuming the order has reference to the violation
of the oyster laws, there are no papers in this office from
which such a list can be prepared. The bi-monthly reports
of the Commander of the Fishery Force are in the possessioa
of the Clerk of the Court of Appeals, who is the Secretary of
the Board of Commissioners of the State Fishery Force, and
it is probable the information may be obtained from him, or
may be contained in the Report 'of the Commander of the
Force, shortly to be submitted to your Honorable Body,

The amount of fines recovered by the State can be obtained
from the office of the Comptroller of the Treasury. The
number of fines remitted by me, amounting to sixteen in all,
are stated in the accompanying list. Several, if not most, of
these remissions, were made at the instance of the Com-
missioners of the State Fishery Force.
