The Speaker laid before the House the following Report of
Hon. Levin Woolford, which was read and referred to the
Committee on Ways and Means:
REPORT.
To the Honorable,
The Speaker of the House of Delegates :
The undersigned having been appointed by Joint Resolu-
tion of the General Assembly, at January session, 1872, "to
revise and systematise the Revenue Laws of this State, and to
report the same to the next General Assembly for their con-
sideration," begs leave to report, as by said resolution is re-
quired, a series of bills intended as a complete revision of
Article 81, ———— and an amendment of Article 56 of the
Code of Public General Laws, which, if passed by your Hon-
orable Bodies, will, in the opinion of the undersigned, mate-
rially increase the, revenue and simplify the law in regard
thereto.
The bills presented with this Report are:
1st. A bill entitled an Act to repeal Article 81 of the Code
of Public General Laws, entitled "Revenue and Taxes," and
to re-enact the same with amendments.
2d. A bill entitled an Act to repeal the Act passed at Jan-
uary session, 1872, chapter 234, entitled an Act to tax the
gross receipts of Railroad Companies in this State for State
purposes, and to re-enact the same with amendments, and
to add the same to Article 81 of the Code of Public General
Laws of this State.
3d, A bill entitled an Act to repeal the Act passed at Jan-
uary session, 1872, chapter 274, entitled an Act to regulate
the taxation of Coal Mining Companies in this State for State
purposes, and to re-enact the same with amendments, and to
add the same to Article 81 of the Code of Public General
Laws of this State.
4th. A bill entitled an Act to repeal the second section of
the Act passed January session, 1870, chapter 362, entitled
an Act to assess and collect taxes on the property of the
several Railroad Corporations chartered by the State of Mary-
land, and to re-enact the same with amendments, and to
add the same to Article 81 of the Code of Public General
Laws of this State.
5th. A bill entitled an Act to repeal the Act passed at
January session, 1872, chapter 355, entitled an Act to au-
thorize the issuing of licenses to Telegraph Companies, and
Express or Transportation Companies not organized under
