Senate Committeej there being no such Committee on the
part of the Senate, we return the name of Rev. J. P. Hall as
Chaplain of the House.

The question recurring upon the adoption of the reports.

Mr. Seth submitted the following amendment as a substi-
tute for the Report:

That the Committee, or some member thereof, be instruct-
ed to wait upon the resident ministers of Annapolis, having
charge of congregations, except such as may have been se-
lected by the Senate, to officiate as Chaplain to that Body,
and invite them to act as Chaplains to this House, serving on
alternate days, and that the aggregate compensation be the
same as is allowed a member from Aaae Arundel county, not
including stamps, stationery and mileage.

ment,

port, as amended.

Mr. Keech, Chairman of the Select Committee on Rules,
submitted the following

REPORT.

The Select Committee, appointed "To prepare Rules and
Orders for the Regulation and Government of the House of
Delegates," beg leave to report that, they recommend the
adoption of the Rules of the last House of Delegates, with the
following amendments:

Strike out "Rule 45" and insert in lieu thereof, the follow-
ing :

The following Standing Committees, to consist of seven
members, (except the Committee on Ways and Means, Judi-
ciary, Corporations and Education, which shall consist of
nine members each, and the Committee on the Chesapeake
Bay and its Tributaries, which shall consist of fifteen mem-
bers, one from each of the Legislative districts of Baltimore
City, and one from each of the following counties, viz : Anne
Arundel, Charles, Calvert, St. Mary's, Harford, Kent, Queen
