by the same of Franklin College to be established in Bal-
timore county, next the town of Franklin, upon the follow-
ing fundamental principles, namely: First the said college

account of bis particular religious profession, but regard

and other necessary qualifications to fill the place for which

or chosen shall die, resign, decline serving or remove out
of the county, a just quorum of said trustees duly assembled
at a regular visitation of the said college, such quorum so
assembled shall proceed by a new election to fill up the place
of such deceased, removed or vacant member.

See. 2. And be it enacted, That John P. Carter, Thomas
Shriver, William H. Freeman, Theron Barnum, George
W. Dobbin, Doctor R. Dorsey, of Edward, James E. Dor-
sey, James Beatty, Edward Dorsey, James M. Selden and
Hugh Ely be and are hereby appointed trustees of the said
college.

Sec. 3. And be it enacted, That the said trustees shall
have full power and authority to appoint one of their own
members president of the board, who shall preside at their
meetings, by and during his absence, to appoint a vice-presi-
dent.

Sec. 4. And be it enacted, That the trustees aforesaid
may receive donations or subscriptions, and appoint pro-
per persons for receiving the same, to an amount hot ex-

ceeding twenty thousand, dollars, for the purpose of erect-
ing or purchasing the necessary buildings, and carrying
into effect the objects of the institution.

Sec. 5. And be it enacted, That the aforesaid trustees
and their successors, by the same name, shall be able and
capable in law to purchase, have and enjoy to them and
their successors, in fee or for any other less estate Mes-
