Water Works." The proposals shall be opened in the office

 

of the Commissioners by the clerk of the Town Commissioners

 

in their presence and such other persons, if any, who choose

 

to be present on the day and at the hour named in the ad-

 

vertisement for the proposals. Said proposals shall set forth

 

the amount of money for which the parties proposing will

 

construct and establish such water works, and any specified
