to require and install necessary water meters and to determine

the size, kind and cost of the same, and to charge and collect
|

the same on property served, and the right to inspect and

control the management of the same, service of the same and
|
 
|
distribution pipes, and all other fixtures and appliances for

treasurer shall keep an itemized account of all water charges

and fines on account thereof, due and payable, together with
|
 
|
the names of the consumers and description of the property
|
 
|
served with water fully identified, together with sub-data as
|
 
|
said rules may require in a separate well-bound book or books,
|
 
|
to be provided for the purpose by the Commissioners, who shall
|
 
|
also render in writing on the first day of each month to the
|
