be selected in the manner that primary elections and conven-

 

tions have heretofore been held in said county, and the basis

 

of representation in all such conventions in said county shall be.

 

from each district, one delegate for every hundred votes, and

 

part thereof over fifty, cast for the head of the ticket, for that

 

part\ at the last preceding general election, and each delegate

 

shall be entitled to one vote in said county convention ; and it

 

shall be the duty of said Board of Election Supervisors of said

in at least two newspapers published in said county, announce

 

the representation of each district of each party in convention

 

for the election of delegates to said convention for the nomina-

 

tion of State officers, and for the nomination of delegates to a

 

national convention ; and all conventions and primaries for all

 

nominations, except as provided for in the preceding sections.

All candidates for member of Congress and Judge of the Cir-

 

cuit Court who shall receive the highest number of votes and

conviction, be deemed guilty of a misdemeanor, and shall be

 

subject to a fine of not less than ten dollars and not more than
