be selected in the manner that primary elections and conven-

tions have heretofore been held in said county, and the basis
|
 
|
of representation in all such conventions in said county shall be.
|
 
|
from each district, one delegate for every hundred votes, and
|
 
|
part thereof over fifty, cast for the head of the ticket, for that
|
 
|
part\ at the last preceding general election, and each delegate
|
 
|
shall be entitled to one vote in said county convention ; and it
|
 
|
shall be the duty of said Board of Election Supervisors of said
|
 
|
count) to. not later than the first clay of July, by advertisement
|
 
|
in at least two newspapers published in said county, announce
|
 
|
the representation of each district of each party in convention
|
 
|
for the election of delegates to said convention for the nomina-
|
 
|
tion of State officers, and for the nomination of delegates to a
|
 
|
national convention ; and all conventions and primaries for all
|
 
|
nominations, except as provided for in the preceding sections.
|
 
|
shall be conducted according to the provisions of this section.

Rights of can-
didates.
|
All candidates for member of Congress and Judge of the Cir-
|
 
|
cuit Court who shall receive the highest number of votes and
|
 
|
be announced as the candidates for the respective offices shall
|
 
|
be and they are hereby authorized to select such delegates
|
 
|
to the Congressional or judicial conventions, to cast the vote of
|
 
|
Allegany County in such conventions, as he may sec fit, and
|
 
|
such delegates so selected shall be seated in said conventions.

|
In the event of the date of the primary election, as provided in
|
 
|
this Act, being too late for the said judicial or congressional
|
 
|
conventions, then the chairman of the county committee shall
|
 
|
issue a call for a special primary election at such time as the
|
 
|
executive committee shall select, which said section shall be
|
 
|
held strictly under the provisions of this Act, and the chairman
|
 
|
of the county committee, as now constituted, is hereby directed,

113D. All officers of primary elections held in Allegany

peace officers.
|
County are hereby constituted peace officers, and shall have the
power to arrest all persons disturbing the peace in the neigh-
|
 
|
borhood, or interfering with officers or voters at primary elec-
|
 
|
tions conducted by them, and to take such offenders before any
|
 
|
of the justices of said county ; and such offenders shall, upon
|
 
|
conviction, be deemed guilty of a misdemeanor, and shall be
|
 
|
subject to a fine of not less than ten dollars and not more than
|
 
|
one hundred dollars, or confinement of not less than ten nor
