three Commissioners shall be eected to serve for two years.

The election to be held at some suitable and convenient place

in the limits of said corporation, to be designated by the Com-

missioners of Leonardtown.

Elections
|
62. All elections shall be held and conducted as shall be from
|
 
|
time to time directed by the by-laws of said corporation not in-
|
 
|
consistent with the provisions of this charter. The failure to
|
 
|
hold an election, or if the citizens of said town, at any time neg-
|
 
|
lect to make an election at the time before mentioned, the power
|
 
|
of electing Commissioners shall not cease, but the qualified vot-
|
 
|
ers in said corporation may hold an election according to the by-
|
 
|
laws of the "Commissioners of Leonardtown" at some suitable
|
 
|
and convenient place in said corporation for the purpose of elect-
|
 
|
ing the requisite number of Commissioners to serve for the bal-
|

reason whatsoever the Commissioners for the time being shall

continue and remain in office until an election be held and their
|
 
|
successors qualify, with all the power and authority incident

thereto.

Vacancy.
|
63. If any person elected as Commissioner shall refuse to
|
 
|
serve as such, or his place become vacant by death, insanity.
|
 
|
resignation, disqualification or otherwise, the remaining Com-
|
 
|
missioners may fill his place from among the qualified voters
|
 
|
of the town. Each Commissioner before he acts as such shall
|
 
|
make oath before some justice of the peace of St. Mary's County
|
 
|
that he will diligently and faithfully, and to the best of his
|
 
|
skill, perform his duties as Commissioner without favor, par-
|
 
|
tiality or prejudice, and the justice of the peace shall make out
|
 
|
a certificate of such qualification, and shall file the same with
|
 
|
the Commissioners, to be recorded among the records of the
|
 
|
town.

61. The said Commissioners may meet and adjourn from
|

time to time as they shall see fit, and at their first meeting after

each election shall choose from their own body a president, who
|
 
|
shall preside at their meetings, vote on all questions before them
|
 
|
and remain in office until superseded by the appointment of a
|
 
|
new president, or until after a new election of Commissioners.
|
 
|
They may also appoint a clerk to their Board, who may be
|
 
|
one of their members, also a treasurer, who may be one of their
|
 
|
members, and one and the same person may act as clerk and
|
 
|
treasurer. Any of the above-named officers shall be subject
|
 
|
to removal by a vote of the majoritv of the whole number of
|
 
|
Commissioners, and the Commissioners shall prescribe the du-
|
 
|
ties of clerk and treasurer and fix their compensation by ordi-
|
 
|
nance, when not otherwise prescribed by this Act.

Duties of the

65. The treasurer shall receive all moneys that may be col-
|

lected for taxes, fees, fines or otherwise, by any law or ordi-

nance directly or through the bailiff, collector or otherwise,
|
 
|
and all such moneys shall be paid out only by order of the Com-
|
 
|
missioners. He shall subscribe to an oath for the faithful per-
|
 
|
formance of his duties, and give bond to the State of Mary-
