eastwardly, to some point at or near the Pennsylvania State

 

line, not more than 20 miles eastward from the Susquehanna

 

river, and with power to build and construct lateral lines from

 

the main line of said railroad into any section of Harford, Cecil

 

or Baltimore Counties, and to and across the said Pennsylvania

 

State line and into Pennsylvania, as the said Board of Directors
