of said town, using therefor whatever instruments, materials

or means, and having said work done and improvements made

in whatever manner that to said Mayor and Council may seem

best; and for the purpose of carrying out the intentions of this

Act the said Mayor and Council of Snow Hill are hereby au-

thorized and empowered, if they see fit. to employ, and from the

funds raised bv the issue and sale of said bonds, to compen-

sate a competent engineer or engineers to plan, oversee and di-

rect or to plan, oversee or direct the improvements or changes

as aforesaid; and the said Mayor and Council of Snow Hill are

further authorized and empowered to employ and pay as afore-

said such other agents, servants or laborers as to them may
