prior to the sessions of the registration officers under the fol-

 

lowing regulations, that is to say : If at the time said ap-

 

plication for a removal certificate is made the name of the

 

voter is already erased from the registry, then it shall be the

 

duty of the Board of Supervisors or said registration officers

 

to grant the certificate to the voter himself or to any person

 

making application therefor; but if at the time such applica-

 

tion shall be made the name of the voter be still on the registry

 

of voters as a qualified voter, the removal certificate shall be

 

granted and the same stricken off, only on the personal appli-

 

cation of such voter to the Board of Supervisors or to the

 

Board of Registry, and after his taking and subscribing an oath
