SEC. 10. And be it enacted, That they shall have power and

turn thereof to said Commissioners under their hands and

 

seals ; and any person whatever, who may think himself ag-

 

grieved by the decision of the Commissioners may, by petition,

 

appeal to the court of Dorchester County; and the Judges
