County School Commissioners for Caroline County, the

Trustees of the Poor of Caroline County and the County
|
 
|
|
Treasurer of Caroline Countyj and to require the appoint-
|
 
|
|
ment of an auditing committee, with full power to summon
|
 
|
|
and swear witnesses in relation thereto, and to re-enact the
|
 
|
|
same with amendments.
|
 
|
|
SECTION i. Be it enacted by the General Assembly of Mary-
|
 
|
|
land, That Section i of Chapter 282 of the Acts of the Gen-
|
 
|
|
eral Assembly of Maryland, passed at the January Session
|
 
|
|
of 1894, be and the same is hereby repealed and re-enacted with
|
 
|
|
amendments so as to read as follows :
|
 
|
|
I. It shall be the duty of the Judges of the Circuit Court for
|
 
|
|
Caroline County annually, on and after the year 1904, at the
|

April term of said court, to appoint from among representative

committee.

taxpayers of said county, and without the least reference to
|
 
|
|
their political opinions, and known for their honesty, integrity,
|
 
|
|
sound judgment and aptitude for skillful accounting, three per-

sons, who shall constitute an auditing committee, whose duty
|
 
|
|
it shall be to examine carefully the accounts, vouchers, books
|
 
|
|
and papers of the Board of County School Commissioners
|
 
|
|
and Treasurer thereof for Caroline County, the Trustees of
|
 
|
|
the Poor of Caroline County, and the County Treasurers and
|
 
|
|
County Commissioners for Caroline County annually. The
|
 
|
|
members of the said auditing committee, or a majority thereof,
|
 
|
|
shall institute such comparisons and make such suggestions.

|
observations, deductions and criticisms in connection with and

as a part of their report as will give the citizens of the county
|
 
|
|
an intelligent understanding of all receipts and expenditures
|

of public moneys. They shall formulate and publish in pam-

a report containing a detailed statement of receipts and dis-

|
|
bursements properly grouped and classified. They shall ask
|
 
|
|
bids from practical printers to print at least twelve hundred
|
 
|
|
copies of said report annually, and shall accept the lowest
|
 
|
|
responsible bid. They shall distribute by mail not less than
|
 
|
|
eight hundred copies to representative citizens of the county
|
 
|
|
and place the remaining copies of the report in the office of
|
 
|
|
the County Commissioners of Caroline County to be dis-
|
 
|
|
tributed in such manner as said County Commissioners may
|
 
|
|
adopt, and the County Commissioners of Caroline County
|
 
|
|
shall pay all costs of printing and distributing said report. In
|
 
|
|
addition to the per diem compensation provided in the afore-
|
