this section may be instituted by any person cognizant of the

violation of its provisions.

216S. The rights of all persons and corporations who now

had not been passed. The attorney for the County Commis-

sioners shall be the attorney of the Road Directors, without ad-

ditional compensation ; and the County Commissioners shall

216T. Every person who shall use on the roads of Allegany

to turn over all the property, tools, machinery, material, sup-

plies and other apparatus appropriate to the roads and bridges
|

to said Road Directors, and to place all maps, evidences of title
|

and other records of the County appertaining to roads at the
|
 
|
free and full disposal of said Directors. The said Road Direc-
|
 
|
tors shall cause to be published once every year a full, detailed
|
 
|
and itemized statement, giving the names, amounts and purpose
|
 
|
of every expenditure made by them, which said statement shall
|
 
|
be printed on a single sheet of paper ; and said directors may
|
 
|
contract for the publishing of said statement to be published one
|
 
|
time in one or more newspapers in said county, and be printed
|
 
|
by the lowest sealed bidder therefor, a copy of" which statement
|
 
|
shall be enclosed by the Treasurer with the lew list and tax bill
|
