they are hereby authorized and required to have erected and

 

built a substantial iron or steel bridge over the Patapsco river

 

between Baltimore County and Anne Arundel County at or

 

near the site of the present wooden bridge known as Sweetsers

 

bridge.

 

SEC. 2. And be it enacted, That the County Commissioners

duty of said County Commissioners of said counties to con-

 

sider such plans, specifications and report of said engineer and

 

to determine upon adopting or rejecting the same and in their

 

judgment to have other and different plans and specifications

once a week for four successive weeks in some newspaper pub-

 

lished in Baltimore City and in such other newspapers as the

 

said County Commissioners shall jointly determine. On the

 

Tuesday next after the expiration of said notice the County

 

Commisioners of Baltimore County shall meet with the County

 

Commissioners of Anne Arundel County in the City of An-

 

napolis and at the hour of 11 o'clock A.M. and in the pres-

 

ence of the two boards, all the proposals for building said

 

bridge shall be publicly opened by them and they shall pub-

 

licly announce each bid, and the lowest bidder shall, by the said
