SEC. 3. And be it enacted. That all Acts or parts of Acts of

 

the General Assembly inconsistent with any provision or pro-

 

visions of this Act are hereby repealed.

 

SEC. 4. And be it enacted, That this Act shall take effect from

 

the date of its passage.
