or owners of property or rights along or in any street, lane

or alley closed, and to all persons assessed with damages and

benefits arising from said closing, in case such damages and
|

benefits are assessed or to be assessed, and provided that pro-
|
 
|
vision be made for appeal to the Baltimore City Court, in-
|
 
|
cluding the right of appeal to the Court of Appeals by any
|
 
|
person or persons interested, including the Mayor and City
|
 
|
Council of Baltimore, from the decision of said Commission
|
 
|
valuing or fixing said benefits and damages. And said Com-

SEC. 29. And be it enacted, That the Mayor and City Coun-
|

cil of Baltimore is hereby empowered for the purposes of pro-
|

tion by the city, by purchase, condemnation or any other

method, of the property, interests, rights, franchises, privi-

leges and easements required to execute the powers and to

carry out the work of said Commission, and generally for
|
 
|
the purposes contemplated by this Act, also for the pur-
|
 
|
poses of paving or repaving and curbing or re-curbing
|
 
|
any street, lane, alley, public square or market space, opened.

|
widened, extended or straightened under this Act, or any part
|
 
|
thereof, to appropriate any moneys from time to time out of
|
 
|
any balance not appropriated at the time for any other pur-
|
 
|
pose, pursuant to authority granted by the General Assembly
|
 
|
of Maryland, of the sum of four million four hundred and
|
 
|
twenty-two thousand four hundred and sixty dollars and sev-
|
 
|
enty-four cents, forming part of the purchase price paid by
|
 
|
the Fuller Syndicate for interests of the City of Baltimore in
|
 
|
the Western Maryland Railroad Company heretofore passed
|
 
|
to the credit of the General Sinking Fund of said city, and the
|
 
|
interest accumulated thereon, or out of the proceeds of any
|
 
|
loan authorized by the General Assembly and approved by the
|
 
|
majority of the legal voters of said city for the purpose of
|
 
|
this Act. And when any such appropriations are duly made as
|
 
|
aforesaid, the Commissioners of Finance of the City of Bal-
|
 
|
timore are hereby authorized to pay the several sums thereby
|
