SEC. 6. And be it enacted. That when said Commission shall

ance; it being the intention of this Act that said Commission

 

shall have the full and absolute authority to agree with the

 

owner or owners upon all the terms of such gift, purchase or

 

other voluntary alienation, including the purchase price or con-

 

sideration in the case of such purchase or other voluntary alien-

 

ation ; and the owner or owners of any land or property, to

 

be acquired for any of the purposes aforesaid, who shall, in

 

writing, authorize said Commission, or the Mayor and City

 

Council of Baltimore, to enter on or possess said land or

 

property before just compensation has been assessed and paid,

 

or tendered, shall thereafter place no obstruction nor erect

 

any structures or building or improvements on said land or

 

property, except by the permission of said Commission ; but

 

such authority shall in no way be construed to deprive said

 

owner or owners of the right to receive just compensation
